Police responded Monday after receiving a report of a man publicly masturbating near a female student at Portland State University. They arrested the suspect after a brief struggle.
33-year-old James McNeil was then connected to a sex abuse case that allegedly happened earlier that morning at a Hotel.
Police said a woman reported to police that she woke up in her hotel room at 8:30 a.m. to find a naked man masturbating in her room as he touched her sexually.
McNeil is facing multiple charges.
