A teen stood next to officers Wednesday to accept recognition for saving the life of a Fort Lauderdale officer who had a sudden heart attack.

Officer Franklin Foulks stuck his hand out to Jamal Rutledge for a hearty handshake.

This was the same 17-year-old he had arrested time after time.

But on Wednesday, there was no arrest. Rutledge was being honored in front of the Fort Lauderdale City Commission.

On Sept. 10, Foulks was filling out paperwork for Rutledge, a teen who was arrested and being booked for violating his probation on a burglary charge.

Surveillance shows Rutledge sitting to the side in handcuffs when Foulks falls to the floor.

Florida man honored for saving the life of cop who booked him

Jamal Rutledge and three police officers will be honored for saving the life of Fort Lauderdale Police Officer Franklin Foulks, who collapsed unconscious while he was processing Rutledge last September. The men will be honored publicly on Jan. 21.

Jamal Rutledge went from being in trouble with the law to being honored by the law.

Rutledge and three police officers will be honored by Fort Lauderdale Police for saving the life of Officer Franklin Foulks last September.

Five months ago, Foulks was processing Rutledge — a juvenile defendant — on charges of criminal mischief and burglary, when Foulks suddenly collapsed while grasping his chest, Fort Lauderdale Police said. Rutledge didn’t hesitate to react and immediately began to yell for help.

Sgt. Todd Bunin heard Rutledge’s cries for help and ran to his aid while he notified police dispatch to send help.

Officers Robert Norvis and Raymond Ketchmark then responded to assist. Norvis cut off Foulk’s shirt and Ketchmark used an automated external defibrillator to stimulate Foulks heart while fire rescue arrived.

The entire incident was recorded by police station security cameras. Foulks collapses around minute 38.

When fire rescue arrived, Foulks was transported to Broward Health Medical Center where he was treated.

The attending medical staff said that it was Rutledge’s quick response and assistance from nearby officers that helped save Foulks life.

Rutledge, along with officers Bunin, Ketchmark and Norvis will be honored at the next Fort Lauderdale Commission meeting, which will be held publicly on Jan. 21.
