Portland Man Steals 2 Bicycles & a Goat Named ‘Penelope’

    On Tuesday March 3, 2015, Portland Police detectives arrested 18-year-old Oleg Stepanovich Plyushchev in connection with a stolen bike and stolen goat investigation.

    Plyushchev was booked into the Multnomah County Jail on charges of Theft in the First Degree (three counts) and Computer Crime.

    Detectives learned that Plyushchev was attempting to sell a stolen bicycle on Craigslist after the victim, 27-year-old Nicholas Carlson, called police to say he’d found his bike on Craigslist. Detectives then made contact with the seller and arranged to buy the bike, along with a second bike he had for sale. Detectives learned that the second bike was also stolen, after checking the serial number with police records.

    Carlson’s bike was stolen in November 2014 from the backyard of his Cully Neighborhood home.

    The second bike theft victim, 71-year-old Dannelle Stevens, had her Sellwood-Moreland Neighborhood garage burglarized in mid-February 2015.

    After his arrest, detectives learned that Plyushchev was the suspect for the theft of a Nigerian Dwarf Goat in August 2014 after reviewing a Clackamas County Sheriff’s Office report.

    “Penelope” was reported missing from a residence in the 6800 block of Southeast 122nd Avenue on August 4, 2014. Her owner reported that she was tethered and secured in the front yard and was taken sometime between 3:30 a.m. and 12:45 p.m.

    On August 8, 2014, the Clackamas County Sheriff’s Office recovered Penelope safe and sound and returned her to the owner. Portland Police detectives reviewed the Sheriff’s Office report and learned that Plyushchev put Penelope on consignment at Geren’s Farm Supply in Boring, Oregon.
