Mayor Bill de Blasio announced that the travel ban for New York City roads lifted at 7:30 a.m.; Gov. Cuomo said system-wide MTA service came on line at 9 a.m. and the agency was expected to be running on a weekend schedule capacity — about 60 percent of weekday service — by noon.

Travel bans on upstate and Long Island roads were also lifted Tuesday morning, with Suffolk County the last of the 13 counties under lockdown to lose the restrictions.

Amid doomsday snow forecasts, the governors of New York, New Jersey and Connecticut declared states of emergency Monday in anticipation of the storm.

But for much of the area, it fell fall short of expectations as far as snow totals and wind damage.
